When the Construction (Design Management) Regs 07 were released, duties were placed on Clients to ensure that competence was approved before the awarding construction work to contractors. The full list of requirements for competence is detailed in Appendix 4 of the CDM Regs 2007, there are 14 in total.
The HSE recognised the amount of paperwork and time spent on proving this level of competence and designed a Safety Scheme in Procurement – SSIP. This scheme was approved for independent organisations to set up a process for approving the core criteria’s as mentioned in appendix 4 of the CDM Regs 07. From this request founder members were formed- CHAS, EXOR and Construction Line, other members now have joined the process such as SMAS and SAFEContractor. The scheme was initiated to reduce the amount of paperwork produce, reduce time spent on the procurement procedure and to ensure compliance with appendix 4 of the CDM Regs 07.
